Rusty “Russ” Elliott began his Law Enforcement Career in 1996 as a Police Officer for the City of Manitou Springs. He was promoted to the rank of Sergeant in 1998 and, during his tenure, established a highly effective DUI enforcement program. Russ also supervised and conducted many different types of investigations, which covered a broad spectrum from basic thefts and burglaries to homicides and sexual assaults. In 2001, Russ began his career as a Criminal Investigator for the Colorado Liquor Enforcement Division. During his time with this division, Russ became a subject matter expert in the industry, including gambling in liquor-licensed establishments. Russ was promoted to Investigations Supervisor for the Colorado Springs Field Office and was later promoted to Agent in Charge of Enforcement. Russ attended Colorado State University and Harvard Kennedy School of Executive Education, which relates to Strategic management of Regulatory and Enforcement Agencies. In his free time, Russ enjoys camping, fishing, and golfing with his family.
