Joseph Gaffney is the Policy Advisor for Colorado’s Liquor and Tobacco Enforcement Division and is responsible for the Policy/ Legal Unit. His team handles all administrative actions, legislative matters, and rulemaking for the Division. This Summer and Fall, Joseph and his team are tasked with holding liquor, tobacco, and substance use disorder recovery rulemaking sessions. Notably, they are writing rules to implement the changes made by the Liquor Advisory Group assembled by Governor Polis in2023.Joe has a strong public policy background. He has served as a Fellow for a Washington, D.C. think tank where he focused on immigration, health care, and education issues. In addition to working on issues specific to the organization, Joe worked with grassroots organizations nationwide to develop policy proposals and craft strategies to get them passed. After his fellowship, he joined the political consulting firm Camelback Strategy Group and manage a state-wide and multiple Texas State House campaigns as part of the largest state-wide field effort at the time. After the election concluded, he served as a Legislative and Communications Aide in the Texas House of Representatives, where, among other duties, he staffed the Committee on Criminal Jurisprudence and the Subcommittee on Asset Forfeiture. Joe studied at the University of Colorado-Boulder and lives in Lone Tree, Colorado with his wife Megan. They enjoy the outdoors, skiing, and traveling together.
